List all locations positions from which the specified locations position can inherit qualifications. The result will not include the specified locations position itself, any locations positions that it already inherits from, or any locations positions that inherit from it. Other locations positions that are indirectly part of an inheritance relation with the specified one are included, but shown with 'can_be_assigned': false.
